The Home Development Mutual Fund (HDMF), also known as PAG-IBIG FUND, was established in 1978 owned by the government and provided three main functions: Insurances, Savings, and Loans. Therefore, HDMF also offers Filipino workers financial assistance, whether for housing loans or long-term financial assistance.
Pag IBIG Fund or HDMF is a national/government savings program created to offer affordable home loans for Filipinos. It is a government-controlled and owned corporation under the Housing and Urban Development Coordinating Council.
Its primary purpose is to offer house loans to all PAG IBIG members, enabling them to buy a new property, adjoining, or fully developed lots that don’t exceed 1k sq/m, which can be a townhouse, condominium, or a residential house & lot.

Pag-IBIG Fund Guide
MDF (Member Data Form) is an application used in the membership application. You can apply for this through the website/online via https://www.pagibigfund.gov.ph.
Here are the steps on how to apply for online membership.
- Search the access Pag-IBIG fund system for registration.
- Fill out the online form with your updated information details.
- Submit your online application and when the submission is successful. There is a confirmation that will be sent through SMS.
Or YOU can go to the nearest Pag-IBIG fund branch.
- Ask the information receptionist for the MDF form
- Fill out the details on the form.
- Go to the registration area for encoding for membership.
Remember your MID (Member Identification) has a 12 digits number. As a Pag IBIG member, either you are an employee or a voluntary person, even if you are a household helper (kasambahay), there is a mandatory quotation under the HDMF, and you must start paying the monthly contribution.
Employed or voluntary Pag IBIG member, the contribution must be 24 months and continues the latest six months of payments before applying for loans. There are different types of loans, and it depends on the PAG IBIG member which loan will apply.
Note* Pag IBIG Membership is required/mandatory for all Filipino working holding formal employment.
How to Avail For Pag IBIG Loan?
Multi-Purpose Loan (MPL) application form for Salary Loan Calamity loan.
This is a cash loan help for all PAg IBIG members for their financial needs. Pag IBIG members can loan for more than half of their regular savings, and only qualified members can avail of the MPL loan. For an eligible member, the contribution must be active members and contribute for 24 months and continues the latest six months payments before can apply for loans.
- Get an MPL form
- Answer all the question about your details
- If you are employed, let your employer sign the authorized signatory, fill out the employer ID, and attach it with their specimen.
- Attached the latest payslip salary
- Attached photocopy of 2 valid IDs with your signature
- Attached photocopy of your Loyalty Pag IBIG Fund card; this is the most important to be attached.
And wait for the approval of your loan; after seven days of waiting, SMS will be sent to notify your loan amount and the monthly amortization. You can pay your contribution and loan payments through Pag IBIG branches over the counter, banks, and accredited pawn shops.
Housing Loans
Notably, AHP (Affordable Housing Program) and RHL (Regular Housing Loans) are technically allowed all eligible members to lend money from the Pag IBIG Fund to purchase a residential unit/building or lot.
Aside from that, this can be available for eligible members who plan to commence home constructions, renovations, or home improvements from the existing property. This can also be an excellent option for members who are refinancing an existing housing loan.
Requirement List:
- HLA w/ latest ID photo of borrower
- Proof of Income
- One valid ID of principal borrower and spouse
- (additional requirements may be needed)
- Transfer Certificate of Title
- Updated Tax Declaration
- Contract-To-Sell/Similar policy
- Property sketch or vicinity map
Income Documents:
- Latest ITR
- CEC indicating gross monthly allowance/income
- One month latest certified payslip
Note* For government employees, present one month certified payslip within three months before loan date application, and submit it with ITR or CEC.
