News: What areas will shift from ECQ to GCQ?

While Metro Manila mayors are divided on ECQ to GCQ shift, last May 28, 2020, President Duterte announced that NCR and other parts of the country will be shifting from Modified Enhanced Community Quarantine (ECQ) to General Community Quarantine (GCQ) and the rest will be under Modified General Community Quarantine (MGCQ) – the lowest form of community quarantine imposed by the government.

What cities will be on GCQ?

  • National Capital Region
  • Region 2
  • Region 3
  • Region 4-A (Calabarzon)
  • Albay
  • Pangasinan
  • Davao City

Health Protocols

Everyone must observe the minimum health standards in public at all times.


People who are going out should only be because of buying essential goods and services, and for work in the that has been permitted to operate. If you intend to go out for leisure, it’s better to stay at home because it is still not allowed.

Senior citizens and those below 21 years old are still not allowed to go out. Those with health risks condition such as immunodeficieny, comorbidies, and pregnant women will be required to stay home at all times unless needed or emergency.

Government Workers

Government employees under GCQ areas may get to be on full operational capacity or skeletal workforce system.

    • Mining and other manufacturing
    • Electronic commerce
    • Delivery
    • Repair and maintenance

Can operate up to 50% operational capacity (GCQ)

  • Category 1
    • Financial services
    • Legal and accounting
    • Auditing services
    • Professional services
    • Scientific services,
    • Technical services
    • Non-leisure services
    • Non-leisure wholesale and retail

Can operate on full operational capacity (MGCQ)

Classes may resume on August 24, 2020 but according to Presidential Spokesperson Harry Roque, it may still be changed if there are still areas under MECQ or some went back to ECQ.

Mass Gatherings

For leisure purposes such as concerts, sport events, entertainment activities, community assemblies, religious gatherings, and non-essential work gatherings will not be allowed in areas under GCQ.

On the other hand, government services or authorized humanitarians activities will be allowed.
